transportation acting as scenic byway program administrators.
The travel aspect of byways links byway organizations
to state tourism departments and to state economic development
agencies. The types of resources found on byways, i.e., historic
and cultural sites, parks, boating and fishing access and other recreational
sites, open opportunities for byway organizations to develop strong
relationships with federal and state agencies interested in parks,
recreation, forests, heritage and historic preservation, and culture.
Academic institutions offer partnership potential
for byway organizations, whether it be as a landlord offering free
or reduced-cost space, staff and student resources, or as a resource
for measurement and tracking development and analysis.
